Liquor Licence change for wine producers with no cellar door, who historically haven’t been able to access the producer’s licence (or its associated ‘promotional event authority’ which allows them to sell at markets without additional approval).
As of 1 August 2025 LCV will now accept producer’s licence applications from producers who do not have a cellar door or physical tasting rooms. This means businesses who produce their own liquor and sell online or at markets only are now eligible for a producer’s licence.
This change opens up the producer’s licence to more businesses that produce liquor, and this should help the industry reduce the costs of running their business by reducing the number of temporary limited licences they need to attend markets and festivals.
Details:
New businesses that do not already have a liquor licence can apply for a producer’s licence directly using the online Service Victoria application form.
Businesses which already have a liquor licence, such as a remote seller’s or renewable limited licence, can lodge a free application to change their category to a producer’s licence.
Along with your application you'll be required to provide:
- The completed application form
- A red line plan located at the address where you store and/or distribute liquor
- Relevant planning documents
- If it’s for a new licence, you can use the LCV branded document
- If you are varying the category of licence to a producer’s licence, you will need something in writing from council
